procomp bs61b motherboard problems

i have a bs61b mobo, and i put in an intel chip. i tried it with a socket 370 celeron, and nothing happened. i also tried it with a slot 1 celeron, and still, nothing. it has a video out connection already on the board, but it wouldn’t work. so i tried it with a video output card, and still nothing. it has ram, 128mb, so why wont it work? it doesnt show anything, the screen claims it has a signal, but it just turns off. i tried the manual, but i can’t get it to work. and there is a jumper that isn’t mentioned in the manual, jp10. and i have no idea what it is for. can anyone help me?
