product key

I have a windows xp pro disk that i loaded on my pc. I have already loaded the product key and was right on, but i had to reformat my hard drive again and now it tells me when i try to load again that the product key has already been put on another pc. What can I do? when i call microsoft they tell me that it will cost $ to talk to tech support.
