Program Files read only?

I was trying to install an app on my stand-alone machine here at home and noticed all the files were not copying over to the Program Files folder. When I checked the properties of the folder, I saw that it was read only. I change the rights and uncheck that box and close the window. When I view the properties of the Programs Files folder again, it’s reset to read only. What causes this and how can I fix it?
