Program Limiting Software for Administrators

I am the Systems Assistant for a Public Library that allows public computers to be used for personal use in our PC Labs (approx. 3 Labs, 10-30 pc’s each). Patrons often use programs we’ve installed such as various messengers, Audacity audio editing software, etc. which is completely fine. However, after talking with my supervisor I briefly crossed the idea of “program limiting software for admins on a network” that would virtually limit the capabilities of non-admin users for any given program for security measures.
Such as if a patron were to open Yahoo Messenger and look at their buddy list, some of the drop-down options would be hidden, unavailable, or non-modifiable (such as changing preferences or viewing certain aspects of the program).
Does such a program exist, or can this be achieved another way?
