Programs menu double click

On our corporate network each general user has a standard Start>Programs menu. The netadmin therefore controls what applications are available.

One problem we have with this policy is users just double click on a folder in Start>Programs which open up an explorer window for that location.

We have restricted the right click, but is there any way to stop the users opening up a folder by double clicking.
