Property sheet

I can’t get into my network properties. “Controls for this property sheet have been disabled.” I have No other network connections, nothing else open. Have rebooted 10 times. Removed the NIC and reinstalled. I don’t know why the hell this is happening. Has anyone ran across this before?? God, I just love Microsoft! NOT!
