Protect Folder in Win XP Pro, FAT32

Where can we get some simple code (batch or VB) for creating a basic Folder protection mechanism
(password, set cmnd, etc.).

I know there are many commercial products available for protecting or hiding or encrypting
or otherwise restricting access to folders and files on a non-NTFS file system (I’m FAT32).

I’d just like to be able to understand and create a simple (no-frills) function on my own.
In old days, I recall reading a DOS book which
proivided some simple batch code which, via use of SET command, would password-protect comp or
folder access – but lost track of it.

Any help?
