Protocols to Make Computer File Folders

How many subfolders under a main folder in software programs such as Word, Excel, etc. I have searched the internet and libraries for setting up files in the programs and can’t find information. We are writing up guidelines for the department to use and need some help. Thank you for any guidance or suggestions.
