    I can not use Telnet to connect to machine that outside proxy, do I need to do anything under “Protocols/Telnet/Protocol Definition” ?

      If your using Microsoft Proxy install the proxy client. You can access the web but generally no other protocols including telnet without the client.
      The client is located
      \\proxyserver\mspclnt
