Proxy settings Internet Explorer users+?

We use Novell Netware here at work. Often I set up a user to have internet access and have to configure their proxy settings in Internet Explorer. My problems comes when I have to set an idividuals settings and that person is not available to signon for me. I need some way to set Explorer proxy setting for a user not signed on. Setting for one person, does not set it for another. Any ideas?

This sounds like NT clients? The eternal problem...
-ZENworks overcomes that problem. Using the policies or the applications you can send anything to anyone. Anything meaning also the correct registry keys, because that's all it is.
-Since it'sonly registry keys, you could create a .reg file containing all the needed parameters, and somehow send that to a group of users every morning when they login, something like:
if member of "SURFERS" then begin
#regedit f:\public\surf.reg
end
This is not a really clean solution, and it requires your users to have the NT rights to do this. But it prevents you from having to purchase ZEN just for this, which would be overkill.

Sorry, I didn't say we were on Win95 and 98. I am also afraid that your answer was way over my head. I was hoping someone might know a small file change or system change that would set the same Explorer proxy settings for everyone on that machine.I can't get another program just to save me time, and I wouldn't know how do it anyway. Thank you so much for taking the time to help me anyway.
