Public Folders

I have Exchange Server 5.5 and W2K/Win98 clients running Outlook 2000. I have a public folder called "Conference Room". I would like to make that folder available for everyone to see and add appointments to, however, when I try to add an appointment, it doesn't show. I've created a global and local group where I made everyone a part of, but I still can't add events. Maybe if someone can give me some simple steps how to do this from start to finish that would help. The folder was already created, so there's no telling what state it's in. Thanks.
