Purchased Licenses gets reset when server is restarted

I have a server with Server 2003 Standard Edition O/S. Every time I either restart or shut down and restart my server, the number of licenses purchased disappears. I get to this screen by going to Control Panel, Adm Tools, and clicking on Licensing.
