Pushing a shortcut to the domain users

I need to place a shortcut on every domain user's desktop. I have tried a VB script that will work on the local desktop but when I try to apply it through group policy it will not run. I tried to apply it to the desktop parameter but ended up with an active desktop with the URL that was in the shortcut. Any suggestion on how to deploy this shortcut?

If you post the logon script i can take a look at it.

in most cases, the script cant find the file.
