Q280838 Installation results

I installed Microsoft Hotfix Q280838 in Win 2000 server machine. After installation only users in the administrators group were able to connect to the internet via IE or connect to pop mail server. I would like to know what I didn’t do or should have done. I need to get this corrected so I can remove users from administrator group. I have searched Microsoft Support with no help.
