Quake 3 – monitor runs on 60hz

When I run the the game my screen’s vertical frequency changes from 85hz to 60hz and I also cannot increase the brightness in the game. This also happens on Win XP Pro , a trail copy that I have. When I exit the game to the desktop the vertical frequency changes back to 85hz. I have tried diferrent screencard drivers and even a different monitor driver. The screencard is a Cardexpert Geforce 2 MX and the screen is a 17 inch Delta DC 770.
