Question about XP Group Policies

Which policy can I set under User configuration to prevent Internet Explorer shortcuts on the desktop from being deleted? I’ve looked all over and can’t find any.

Also, under User configuration for the Windows Installer why isn’t there an option to Prevent user installs but there is under Computer configuration?

Is there any site that will let you download more policies for xp sp2?
