Question hdd case windows

I use a 2.5″ HDD + USB 3.0 enclosure case, when the Windows eject function “safely remove hardware” is executed and finished and the letter “E:” disappears from Windows, after what is the situation of the magnetic plates and the read/write heads? Note: without disconnecting the USB cable from the PC/enclosure case after ejection
My 2.5″ HDDs are a bit old 2013 models WD10JPVX-08JC3T5 and HGST HTS541010A99E662 i other new HDD 2.5″ seagate ST500LM030
my enclosure cases 2.5″ HDDs + Kesu 2530 or Orico 25pw1 black

What happens varies with make, model and the drive firmware.
Best to unplug them and only then move them as you are sure the platters have spun down.
Again, while the heads are supposed to park you and I can’t know for sure so we treat such things with care.

my older models from 2013 mentioned above and a more recent one from seagate
does the brand and model of the usb 3.0 enclosure case and the windows power settings have any impact and influence on ejection by windows and without disconnecting the usb cable?

Yes.
But exactly what happens would have to be determined on a case by case basis.
Then Microsoft will update Windows and you have to test it again.
What should happen and what does happen don’t always match.

You can’t be sure except to test them one by one. Then as I noted a driver or OS update could change how things work.
OLD hard drives were supposed to park during spin down but you seem to want more than what was supposed to happen.

You always need to disconnect it as they are kept running get hot and are susceptible to any vibration damage that any other drive would suffer.
I remember picking up an external Drive in a Doctors Surgery that no one knew about and getting a first degree burn from the case. Not sure what damage was being done tot he drive but it was way too hot for it’s own good and I was surprised it was still alive. Took that Surgery nearly 45 minutes to clean and dress my hand and during that time the drive was still way too hot to handle even though I had ejected it and unplugged it
Anyway the 2 biggest killers of a external HDD are Heat and Vibration so you should always unplug any drive not being used. After all they claim that they can withstand a 30G Impact with the heads parked and not running and basically none when the heads are reading/writing to the platter/s.
