I had to install a 25-pin serial port on a new server. This was to connect to a IBM modem. The computer sees the modem and will answer calls. The problem is it stalls out during the user ID password verification. RAS is setup identical to the other RAS/modem combinatio that is working. RAS has been reinstalled serveral times, with and without the service pack. There are no errors in the EVENT log. The event log doesn't even show the attempted log on.

I have seen this problem if the Network protocols are not configured the same. Or not protocols are configured at all. Check your network remote access properties.
Is the client that is trying to connect to the RAS server Win9x or NT? The workgroup for Win9x must be the same as the domain for the RAS server. If it's an NT client, have them use the remote access dialin option before logging into NT. Also, checkto make sure the user account has dialin access (in User Manager for Domains). HTH
MickySoft suggest that you turn the authentication down to plain text on both sides if the conection and build up the level of security until it no longer works. You can find this setting in the Dial up Networking (DUN) address book on the client and the RAS software on the server. the three options are plain text, CHAP (Challenge handshake) and MSCHAP (Mickysoft's own version of the same) obviously Plain text is the easiest to test with.
