Rational ClearCase vs. Visual SourceSafe

I'm looking to get some input into which tool works better for different environments. We are looking at purchasing one of these tools for our development environment (mostly contractors) and would like to know any thoughts you may have on the topic.

Visual SourceSafe

I haven't used ClearCase but I do use VSS 6.0. We use VSS as a tool to lock the web pages which are currently developing to ensure that only one person at a time can make any changes. It has some good points which we use, such as the roll back, the "changes" between version number and achive.

I all this is one of the more usfull microsoft packages that I have used, and it has save my skin a few times. The only down side to it that it takes some time to get into, but once you known, it canbe very easy to use.
