Read-only headers in Word 2003

Is there are any way to make headers in Microsoft Word 2003 .doc files read-only? I'm trying to make a template document but users always end up editing the header.

Read Only headers: use an image file

One way to make you headers "read only" (of sorts) is to use an image file for the header. You can create the image file in a photoeditor and save it as a jpeg. Then import it into the document, copy and paste it into the header and delete it from the main body of the document. This is NOT fool proof because fools are so ingenious; if the person really wants to mess with your header, s/he can use THEIR photoeditor to mess with the header. It simply makes it a lot more difficult to mess with.
