Reads from all CDroms at once at times

I’m running Windows 95 and have a program that runs of 5 cdroms (2 ide in the system, 3 ide in a scsi tower). Every now and then the system acts like it’s trying to read all 5 cds at once (all the lights flash at the same time)and fails to read thecd rom and give you an error “unable to read cd-rom”. If you wait till all lights stop flashing and retry, everything is back to normal. The system including cd tower have been replaced. Has anybody run into a problem like this?
