Most likely a hardware problem. Remove all cards you can and all but one memory chip (unless you need a pair) and try again. If it boots add back one item at a time until you find the culprit.
If it still didn’t boot, a surge may have fried your motherboard.

If it isn’t a hardware problem like answer 1 suggests, it could also be malware. Can you boot the system in safe mode? If yes, try to disable all or most things from starting up with msconfig, then reboot normally. maybe it starts up now (also disconnect any network/ADSL connections). If you can bootup, get yourself a program like spybot andtest your system for malware. Do the same thing with an up to date Antivirus Software. Now you can try starting progs one by one through msconfig when booting.

Just cleaning up first 2 responses which are good but have no sequence to try.

      1. Try to boot in safe mode. Press F8 during bootup to obtain startup options.

      2. If system boots in safe mode, you do not have a hardware problem. Most likely causes are a corrupt driver (video is always most likely suspect) or malware (adware or virii).

      3. If you cannot boot into safe mode, problem may be hardware or virus related. Most likely hardware cause is bad RAM. If you have 2 or more modules, try booting with each module installed alone. If only 1 stick, try to borrow compatible RAM from a friend.

If none of the above are effective, post back with your results.

Other prime hardware suspect is power supply. If you have another available, go ahead and swap since it is a rather easy task.

Windows XP does have msconfig installed, so disregard misinformation below. In fact, XP msconfig.exe can be copied to a Win2K system and used there (Win2K does not have msconfig).

Hey guys, I have the same problem with my WIN2000Pro, which happened after I install the updates of Internet Security. I am able to log in to Safe mode, tried to run msconfig command, but not allow. Any suggestions? Thanks!

Ignore ans 2, unless you have 3rd party msconfig. Available if you email me. I believe Win98 SE was the last version of windows to offer msconfig.exe. In win nt/2k/xp, the same princiipal is accessable through start settings control panel administrative tools services.

If you can’t boot in safe mood, might be insufficient power supply

I have had this problem in the past. Please try this. Boot into safe mode. Uninstall your Video card via the Device Manager. reboot your pc. windows will boot normally using the default video card drivers, from there download or use a floppy disk to load the latest driver for your video card

have you done a pc diagnostics from DOS?
The diagnotics program check all hardware.

I really think you might have a bad hard drive.
If you have a bad sector/s in the Windows OS boot sectors the pc/laptop will reboot and reboot.

I have had about 5 pc at work do this and they all had bad sectors. I replaced the hard drives.

You can get your data off the hard drive by connecting as the second hard drive (slave).

YOu also can run chkdsk on as a second drive.
It might fix it for a while.
      Good Luck

also check the capacitors around the CPU on the motherboard. If the capacitors on not flat on top they are bad. This also cause the PC to go into reboot loop.

Have you went into the BIOS and checked the CPU temp? If it isn’t overheating, the next best thing to try would be to repair the XP installation.

Find a Norton SystemWorks Pro w/ Utilities disk if you can. Boot into Safe Mode…can take up to 50 tries but it will eventually boot into Safe Mode. (This is the NT Bootloader that has a Security Descriptor problem usually caused by a bad Win Update, an old problem w/ an easy solution IF you have Norton’s Disk DR. which is why I say NSW Pro 2002). Once in safe mode, just pop the CD in, choose to run Util’s. from the CD, choose Win Dr. “it will tell you no scanners are avail. in Safe Mode”, don’t believe it, they work. (clean up any problems Win Dr. finds first). Then run Disk Dr. w/ fix errors & check free space set (if you run it w/out the fix errors it will find the Security Descriptor problem but won’t fix it, though you can confirm it exists). It will ask you to schedule a Disk Check if the fix errors is checked…agree to the disk check and reboot removing the NSW CD as soon as it does.

Upon reboot, it will run the scheduled disk check outside of Windows XP which can take anywhere from 5 min’s. or less to 2 days (most run about an hr. or 2 with this particular Security Descriptor problem to fix it), then it will boot into Win XP normally. Not a bad deal to also uninstall your video driver and switch to standard VGA as mentioned above till you are booted normally but I have found that the Disk Check does the trick.

Caution, you can do the Disk Check via he Win XP CD also, but 1 of our machines took 7 days to complete using Disk Ck. via the Recovery Panel that way. So I’ll personally stick w/ the NSW Disk Dr. myself…..MS has a problem w/ auto update running while AV scanners are running, but they refuse to accept it. This problem is widespread and has been for almost a yr!

Need more help just holler via e-mail as I have fixed 74 now, only lost files on the first 2. Not a file lost since.

      Good Luck!

      Hi,

I think all has been said about virus and malware and every software issues so better check on that. Also, one weird suggestion, check if your cpu fan is running. This would be easier to do if your motherboard could check fan status. If that’s the case, login to the bios setup then.
