receive NDR from local Exchange domain

Our company is currently running Microsoft Exchange 2000. Our client e-mail applications are Microsoft Outlook to receive internal e-mail. We also have an additional proxy server that is managed by our ISP to handle our external e-mail. We have configured our client machines mail applications to pick up and send this e-mail via our proxy server. My problem is we have several employees that do not use or have access to outlook and do not use internal e-mail and do not have mail boxes associated with there user account but for sum reason when we send an external e-mail to those particular employees only, using outlook we receive a bounce back NDR from Exchange server but the person still receives the message. We do not have Exchange set up to handle this email because our proxy server is in charge of these mail accounts. We just can?t figure out why exchange sends an NDR for these external accounts for employees but does not for an external recipient that has no user account at our business.
