Recover file after deleted out of Recycl

Yes, I have a PC running Windows 2000 Professional on a network. The person who uses the PC deleted a file, but did not go directly to the Recycle Bin first. How can I retrieve this file back once it has been removed from the recycle bin. I thought there was a place that it goes to but I may be mistaking. Please help
