Now the exturnal HDD is NTFS. is there a third party utility that I could download to un-encrypt the encrypted files? I have tried to take ownership of the files . Unless you changed the default recovery agent, only your account, or the local administrator account (recovery agent) can decrypt the files. If you have reformatted your PC, and unless you used the Certificate Export wizard and the Certificate Import wizard to transfer your certificate and private key to your user profile on another computer, you lose the chance the decrypt it because the identities of the old local account and the local administrator account used in encrypting the files were erased.

Go to
select PeBuilder
create a cd
boot from cd

use a43 to navigate to the file
copy it to another folder and rename it
