Recycle Bin cannot be configured-need help

My recycle bin cannot be configured, and is stuck to permanantly deleting things that are sent there. I can't change it for some reason, the entire global tab is grey, all the options are grey and i can't change it from Use one setting for all drives. i can't really remember doing anything to cause this, but is there a way to change it back to objects showing up in the recycle bin? really need help on this

First thing you maybe locked out of doing this!!! With that said you need to read this entire post and understand the article here: http://support.microsoft.com/kb/307882 ... Once you have the Policy manager up; you are looking for "Do not move deleted file to the recycle bin" it is in the "Administrative templates" folder, which is not a problem if you are an admin on your machine. Then go to the "System" folder and under that the "Windows Explorer" folder the setting will be there to be changed... The "Administartive Templates" folder can be in multiple places primarily the User branch or Computer branch.

Well, I got all the way to "System" but the windows explorer folder wasn't there. I looked around more in system, but couldn't find Windows Explorer
