Redundant Internet Connections

We are using a DSL connection with static IP addresses and would like to add a Cable Internet connection for redundancy. It is a small network all Windows workstations, 1 NT 4 server and using NAT at the DSL router. We would like it to be as easy as possible to switch over and if it can be done automatically that would be nice however our budget is fairly small. We just need outbound traffic for now when one goes down. The Cable provider only offers DHCP but I don?t think that will be a problem since we download our email from our ISP via POP3 but we do use a VPN which would be down until the DSL comes back up but that we can deal with. Any ideas on what we can do? Thanks.
