Reformat Without Disc Drive? Best OS for Me?

Hi there, I have a two part question for you guys.

I have an older Toshiba Satellite notebook that has seen it’s better days. What with it’s battery no longer working and the cd/dvd drive not recognizing discs. But other than that, it’s still relatively functional, just a little slow (max 512MB ram capacity). What I’d like to do is wipe the hard drive clean and either reinstall WindowsXP (which it came with) or try going back to Windows98 to see if it may speed things up. All I want to use it for is just browsing the internet and that’s it. I already have a pretty decent desktop for anything else.

So my first question is; How do I reinstall an OS when I don’t have an operating disc drive? Also, it’s an old Toshiba so the BIOS is not only all funky (for those familar) but it doesn’t have a startup option for a USB install (possibly cuz of it’s age).

Second; If I ever get an OS installed/reinstalled and again, for my sole purpose of internet browsing; Would I better “downgrading” to 98 or just stick with XP and the cleaning up of my computer should speed things up again?

Oh, here’s a bonus question! Is Linux even an option?
