some guesses:
could mean you are out of registry space or could mean there is a problem writing to the registry and you are getting oblique reg full error--?
do you have maybe an event id, source and description from Event Viewer?
is it possible your batch file doesn't have rights to modify the registry...
is it possible your swap file space has become fragmented (if you are having problems doing other things to registry outside this batch file then i vote for this one in nt workstation on account of NT not defragging itself (for PETE's sake MS!!! ahem.)
you've fiddled with the default swap file settings before this cropped up and now you have less registry space than before.
to read interesting articles about how registry size gets established (was interesting to me, anyhow) go to support.microsoft.com and search mskb under windows nt for 'registry size configure'
