Regain lost drive space after reformat

I swapped the master and slave drive, reformatted
the master, installed win98. The master is a 40GB hard drive, but now it is only registering 8, I realize it is because of the way I formatted it, so how do I regain the lost space, and how do I see the other hard drive so I can format it too? The system does recognize the slave hard drive.
