Regarding Script

Hi,
My network is NT Based network and we have appointed some persons as a account operator and domain admins and sometimes it is difficult to get which person did what. Infact you won’t any useful info in Eventviewer also.So is there any way we can run any script and it records all user activities like what he did in usrmgr if he creates any user or change user password or delete user all activity record in some log file and we can track which person acessed what.
I would appreciate if you could help me in this.
