Regional and Language options

In India and several neighboring countries, we use the number format 12,34,56,789 and not
123,456,789.
Selecting the format required for India with
Start > Settings > Control Panel > Regional Settings> Number does not work (I have Windows XP Home with SP2 as well as the latest updates.)
Numbers in Excel 2002 still show up in the 123,456,789 format instead of the selected format 12,34,56,789.
How to make the feature work?
