Regional Settings

Our organization has been rolling out W2K Pro for over a year now and we have not been able to solve a problem with setting the default locale to Australia. It appears to set fine when logged in as administrator but defaults back to US when a user profile is set up. The machines are Dells and loaded with W2K SP3. Microsoft say it is a known problem but it is driving me nuts having to reset the Locale for each user. Any hints
