Registry configuration error

I'm recieveing the warning; Windows has detected a registry/configuration error. choose, command promt only, and run SCANREG.

When I follow this command nothing happens, only says bad command or file name.

Now it's also stating
The following file is missing or corrupted:
C:\WINDOWS\HIEM.SYS
C:\WINDOWS\DBLBUFF.SYS
C:\WINDOWS\IFSHLP.SYS

This PC is was running win xp.

You can boot to your xp cd and follow the directions to repair or reinstall. Or you can down load the boot floppy program from Microsoft. It will create six floppy disks to let you load the install program. You can run checkdisk chkdsk /r to try to fix problems with the XP computer, read the list on Microsofts wedsite.

At the command prompt type: scanreg /fix
