I just finished wiping my hd clean and reloaded WIN98 for now until i can get a newer OS to load. Now it only loads in safe mode. How can i change something so it starts up and works on reg mode rather than in constant safe mode so i can see pics clearly, and so on??? Any suggestions???

Are you sure that it's actually loading in Safe Mode and not the normal mode with default Video Settings?
With 98 it mostly required Video Drivers to be installed and defaulted to 8 or 16 Bit Colour and very low screen resolutions. Once you installed (* you then proceeded to install the various drivers for the hardware installed in the computer. If this is booting in Safe Mode there is something very wrong here remember that Safe Mode has Safe Mode in every corner of the screen and runs on the default Video Drivers where as normal mode runs with the default Video Drivers until you install the correct Video Drivers for your Video Card.
If you do not see the words Safe Mode in every corner you are just lacking the correct Video Driver and you'll need to dig around for it. If it's really in Safe Mode you'll need to wipe the HDD format it and then perform a reinstall of Windows to make sure that there is nothing wrong here. Incidentally what CPU and M'Board are you running on?
If it's one of the latter Dual Core or HTT CPU's this could be causing major problems as 98 is a Single Processor OS.
