Reinstall IExplorer

Hi,
My client ordered cable modem broadband. The tech came out and installed the modem using usb connection. It never worked. They tried all kinds of things including reinstall W98se. It never worked. Now when I try to use dial up it will dial up and connect, but when I try and open Internet Explorer it tells me Internet Explorer could not open the search page. will a reinstall solve this. If it will what is the best way to do this?
