If it's an oem version then it will only install to a drive where there's no os installed. The installation program will tell you this if that is the case. To boot to the cd check your bios to make sure that in the boot options the cd is before the hard drive.

1. Go to microsoft knowledge base and read article on.

How to remove linux and install windows xp.

2. As answer 1 choose cd as first boot device
in bios settings.

Linux adds a partition on your hard drive
for the linux swap files.

Check BIOS to make sure BOOT CD is enabled before BOOT HARD DRIVE is. If it works, you can remove the current partition in SETUP.
If it still does not boot from the CD, use a boot disk or make one from a W98 PC. Boot off the disk and use FDISK on the disk to wipe out the partition and install a new one. Or, after booting off the disk, go to the drive of your CD, say D, and go into the 1386 directory and execute the winnt.exe file:
cd d ENTER
cd 1386 ENTER
winnt ENTER
x:\1386\winnt ENTER

Hope this helps.
