Is it possible to reinstall Windows XP without reformatting the hard
disk to conserve files/drivers on the PC?. Purpose is to fix a problem which is
hampering Disk cleanup and Virus-scan

Did you try a system restore going back before the problem started. Its located in System tools.

Try that first and message back if it does not fix the problem.

A re-install of XP will leave your files intact (most of the time).

However, unlike W98, XP pretty much blows away everything else when you perform a re-install to the same destination folder.

You will still need to re-define ALL user profiles,
Install drivers,
Install updates,
Install application programs.
