Remote access permision mgt Win2003 sv

I’m trying to configure the dial-in facility on Win2003 srv enterprise Ed. I can dial out to other servers but when I try to dial-in I get error 649. I’ve tried to change Remote access policy to grant all connections and even the user dial-in properties but still I can not get through. my Client is winnt server. What could be the problem?
