Remote Access2K DB w/ Term Serv via VPN

Environment: Main offic: W2k Server w/ Terminal Service running App Server Mode. Remote Users:W2k Pro Clients.
I'm trying to provide remote users an Access 2000 DB located in the main office via VPN. I already installed Terminal Services, license server & VPN Server.
1) Administrator can logon to TS using TS client connection, but standard users get "The local policy of this system does not permit you to log on interactively." How do I solve this problem?
Do all remote users need admin rights? The terminal server is a domain controller & user permission to log onto terminal service is checked under account properties.

2)According to ORK, One must use Add/Remove Programs in Control Panel with the All users begin with common application settings option selected. Where do you find this option? I didn't see that option under Add/Remove Program.

3)Currently client PC has VPN (PPTP)connection setup, but How do I connect to Terminal Server using this VPN connection?

On the terminal server ( the DC) open the default domain policy. Under computer configuration, navigate to windows settings\security settings\local policies\user rights. Grant the users the rights to log on locally.
