Remote Desktop freezing 2003 Windows TS

I am having a strange problems.
Have multiple LAN users with remote access to Terminal server through the LAN.
One of the client when logged in remotely increases the server cpu usage to 100% when using mapping software ( google maps, yahoo maps…) and freezes the server.
None of the other remote users are experiencing this problem.
Any suggestions much appreciated.
I do not understand how can this happen.
Is this a network problem?
Client problem?
Server problem?
