Remove Shut down from Ts

Hello I have a Terminal Server 2003 that I'm setting up to run only one program for my users. However this program requires as least "Power User" access rights. Once I grant this level the users have the ability to shut down the system.

Is there a way to remove the option to Shut down for these users, but is accessable for the Admin on remote?

Under Computer Configuration, Windows settings, security settings, local policies, user rights assignment:

You can remove the power users group from the "Shut down the system" right.
