Removing files from Recyclebin?

When I delete any files or folders from Recyclebin where does it go as it is a part of hard disk? Is it randomised when we remove files from recyclebin?

When files are deleted then DOS/Windows replaces the first letter of the file name with a question mark. That identifies that this file is deleted and the space it occupies on the medium can be used by another file. The file still remains at the same location. The file can still be recovered using a disk editor or an undelete program, unless another file since the deletion isn't now using some or all of the deleted file's space,(due to a file operation such as new, copy, move, install, etc. done by the user or the system). In that case you may only be able to recover part of the file, or nothing at all.
