User replication between what and what? Replication takes place between domain controllers. Please give us some more idea about your network structure (where is DNS being hosted? Any other DCs? Domain structure? Are you part of a larger AD organization? etc.)

Just off the top of my head, I suspect either DNS issues, or improperly setup Active Directory.

Okay, will be as exact as I can . first server Exchange 2000 with all service packs, Second Computer Terminal server 2000 with all service packs. Both has critical updates. all Patches. No Event logs that states that there is a problem, Both computers are on the same hub. Have on a router from one office to the next. When building the Servers, the User names replicated in about 4 minutes. and after all programs installed all user names updated in about 4 minutes. Running Norton antivirus Corp .After a week, It took about 24 hours to update the replication of usernames . rebooted the server's. checked with Microsoft Articles. Still no avail. Re-Applied the service packs to both machines. REMEMBER BOTH MACHINES WORKED GREAT FOR ABOUT A WEEK, nothing has changed????
