Reprogram <Alt><Tab> Keyboard Shortcut

I have a user that is mobility challenged in his left hand. He likes the keyboard shortcut to switch between open programs but would like to reprogram that “switch” function to keys on the right side of the keyboard (preferably using the arrow keys). Is there a way to reprogram that keystroke or create a keyboard shortcut to perform the same function?
