I am getting this error message when I boot up my pc : Resource conflict – PCI network controller Bus00, Device OE, Function 00
When I checked at the device manager, there are no conflicts under the conflicting device list of my network adapter, but the device status shows the fff message : This device is either not present, not working properly or does not have all the drivers installed. (Code10) Try upgrading the device drivers for this device.

The first thing I would do id to boot into safe mode and then check device manager for additional entries for devices, as you may be aware, if we change a device windows will keep the driver database information for the old device, we can only see these old devices in safe mode. Expand all trees and look for devices listed that you know are no longer installed. Then remove them, thereby deleting their information. If this is not the case I would take out all other cards on the system, turn off in the bios setting relating to your OS being plug and play and check the device then. Reinstall each card one by one until the device conflicts. Which may not happen any longer if all the devices are removed in safe mode. Let me know

The conflict at bootup shows that your problem lies in hardware instead of software setting.

Go to BIOS, find the setting (something like)

      Plug and Play OS

Change it to yes, should solve the problem.

      Hope it helps
