rest active x security?

Hi guys I have a small problem, I cant alter the security in windows xp. As such I cant download windows updates or use any online virus scanners such as bitdefender etc .. because they all need active x to be set at certain levels.
Any ideas how i can force this to happen? using internet options allows me to change them but the new settings just dont remain, it always reverts back to the high settings.

Do you have Administrator rights on the local PC? If not, any changes you make will not stay.

Yes sorry forgot to mention that I log in as the admin, initial user

Is this machine a Domain or Active Directory member? If so, the net admin on the Domain/ADS can set a Group Policy that prevents you from changing these settings, even if logged in as Local Machine Administrator.

You could also try running Local Group Policy editor (Start - Run - gpedit.msc) and drill down to Local Computer Policy - Administrative Templates - Windows Components - Internet Explorer and verify that "Security Zones: Do not aloow users to change policies" isn't Enabled.

No the machine is a stand alone system, and not part of a domain or network
