Restart after reloading Windows

Changed Hard drive, reformated drive and loaded Win 98 upgrade, computer will go through the "copy" files process and go to the reboot phase. However when it restarts it locks up just prior to the windows screen. You can see all the bios stuff on the screen but it won't go to the hard drive and load windows. The bios does see the hard drive on the restart.

Sounds like a graphics or sound card conflict.
If you have On board graphics as well as a separate graphics card, unplug the card and use the onboard graphics to get started, you can reinstall once in Windows and the onboard card is disabled. Also, try unplugging any peripherals such as speakers, sound card, scanner etc. before booting.

Remove OS directory first
Restart sys in DOS mode
try installing in dos mode

If you formatted the drive what OS were you upgrading to win 98 ??
