Restart option shuts down laptop

I have a Windows 2000 Dell laptop that when trying to use restart, it will actually shut the machine down. I have checked Microsoft’s web page and it suggests installing service pack 2. This machine already has service pack 2. I have verified all power options which are okay. I am not sure what to do with this machine to resolve the restart issue.
