Restart trouble

If I restart my computer from the "Start" menu, it runs a Scan Disk upon
restart as if Windows was not properly shut down.

I would first attempt to do a restart in "Safe Mode." when you computer shuts down and hits the post screen, press the F8 key once ever second or two... this will bring you a menu... From the list, choose start in safe mode. Doing this can help sometimes in weeding out some issues that might have arisen from an improper shutdown.

Goto start>run and type in 'msconfig' and select advanced and disable fast shut down.
If you dont see such an option than I have no solution for you as of now.

After re-reviewing your question.
It might be a setting in your registry or msdos.sys file check out www.regedit.com for details.

Didn't find the fast shut down selection. The website had a suggestion which I tried - seemed to help.

Katsco - Your computer is reacting correctly. When you want to shut down, as a practice, close all Windows and Sites. That is, no buttons in the center of the System Tray. Take your screen to Desktop. Let it remain there for 45 seconds. Then Shut down.

What you are allowing your computer to do is to let all programs completly stop running before a Shut Down conflicts with a still running program.

The user had numerous programs in start-up, so it probably did take a long time to shut everything down. He is closing each program now before shutting down and has been successful in avoiding the problem at turn-on.
